Identification and Prioritization of Factors Affecting the Improvement of Qard al-Hasan Funds’ Performance toward the Development of Financial Inclusion in Iran

Financial inclusion is one of the pillars of sustainable development, contributing to poverty reduction and the empowerment of vulnerable groups. Qard al-Hasan funds, due to their indigenous and Islamic nature, hold significant potential in this regard; however, improving their performance requires the identification of key factors. This study adopted a mixed-method (qualitative–quantitative) approach. In the qualitative phase, key factors were identified through content analysis and expert interviews. In the quantitative phase, using fuzzy Delphi, exploratory and confirmatory factor analyses, DEMATEL, and ANP techniques, these factors were refined and prioritized. The statistical population consisted of selected experts and practitioners from Qard al-Hasan institutions. The results indicated that four main clusters, including financial inclusion and access for vulnerable groups, development and diversification of microfinance services, credit scoring and risk management, and technological and digital innovation in financial services, were prioritized. After adjusting the weights, “financial inclusion and access for vulnerable groups” ranked first (0.3935), followed by “development and diversification of microfinance services” (0.253), “credit scoring and risk management” (0.2034), and finally “technological and digital innovation in financial services” (0.150).
