fa نقش بازار سرمایه در بهبود فضای کسب و کار ایران مطالعه تجربی Empirical Study <p> تصویب قانون بازار اوراق بهادار در سال 1384 در مجلس شورای اسلامی، نشانگر ایجاد رویکرد جدیدی در اقتصاد ایران بود. اکنون در دوران شکل گیری سیستم بازاری مدرن در اقتصاد ایران قرار داریم و همزمان، بازارهای جدید مالی در حال تکوین است. به این ترتیب از یک­سو، فضای کسب و کار جدید، در بازار سرمایه ایران دستاویز موضوع این تحقیق واقع شده، و از سوی دیگر، فرصت ها و قابلیت هایی که این بازار قادر است برای سایر بازارها فراهم نماید، مورد بررسی قرار گرفته است. واقعیت آن است که بازار سرمایه ایران قادر است به تکوین سایر بازارها کمک نماید در نتیجه به شکل غیرمستقیم به بهبود فضای کسب و کار در این بازارها کمک خواهد کرد، زیرا یکی از الزامات بهبود فضای کسب و کار کمک به تأمین مالی کسب و کارها و تأمین نقدینگی لازم برای تأسیس و رشد آنها می‌باشد. یکی از راهکارهای بازار سرمایه، برای کمک به گسترش فضای کسب و کار، فراهم کردن امکانات و تسهیلات لازم برای انتشار اوراق بهادار مختلف جهت تأمین مالی طرح ها است. توسعه ابزارهای سرمایه گذاری، نهادهای لازم برای تسهیل فعالیت ها و عملیات بازار و نیز ایجاد بازارهای فعال و پیشرفته برای انتشار و معاملات اوراق بهادار مختلف از دیگر راهکارهای اساسی بازار سرمایه برای کمک به بهبود فضای کسب و کار در اقتصاد ایران می باشد. در بین شاخص‌های ارزیابی فضای کسب و کار، شاخص زمان و تسهیلات آغاز یک کسب و کار همچنین شاخص حمایت از سرمایه‌گذار، در ارتباط تنگاتنگی با نهاد ناظر بازار سرمایه قرار دارد. در این مقاله، ضمن بیان دستاوردهای مطالعاتی محققان، آثار بازار سرمایه بر فضای کسب و کار و شاخص‌های آن و نیازهای کسب و کار در بازار سرمایه مورد مطالعه قرار گرفته، همچنین اصلاحاتی که می تواند به بهبود و رونق شاخص‌های ارزیابی فضای مزبور منجر شود، بررسی گردیده است. ضمن آنکه ادعای این مطالعه آن است که بازار سرمایه، یکی از پشتیبانان قوی برای اشتغال آفرینی، نوآوری و رشد اقتصادی به دلیل به جریان انداختن «سرمایه آگاهانه» خواهد بود.  <br>‍طبقه‌بندی E02,D53 :JEL</p><p>تاریخ دریافت مقاله: 1388/3/8                                       تاریخ پذیرش مقاله: 1388/5/16</p> Ratification of the Law governing Iran Capital Market in 2005 in the Parliament was a new approach in Iran Economic situation. Currently، we are in the process of formation of modern market system in Iranian economy and simultaneously new financial markets are also being designed. In this article، new business environment in Iran capital market are considered on one hand، and on the other hand، possibilities and potentials that this market is able to create for other markets are also studied. One of the main points in improving business areas is to develop ways for financing in this regard، Iran capital market is able to broaden other markets indirectly. Providing facilities for issuing different securities in order to raise funds for different business plans، is one of the important aspects and approaches of capital market. Developing new investment instruments، necessary institutions for facilitating and speeding market activities and operations، and also creating active and developed markets for issuing and trading different securities are other main techniques of capital market to improve business environment in Iranian economy. Among indices for evaluation business environment، indices for "time" and "facilities to start up a business" and "investor protection" are in close relation with the capital market supervisory authority. In addition to describing educational outcomes of the editors mentioned in this article، capital market effects on business environment and its indices، and its necessary requirements for business needs in capital markets were being studied as well meanwhile، useful amendments for developing and booming business evaluation indices are also considered and discussed.
