fa قاعدهٔ سیاست‌گذاری پولی در ایران با تأکید بر نرخ ارز و پایهٔ پولی سیاست پولی، بانکداری مرکزی و عرضه پول و اعتبارات (E5) Monetary Policy, Central Banking, and the Supply of Money and Credit (E5) مطالعه موردی Case Study در این مطالعه، به بررسی قاعدهٔ سیاست پولی بانک مرکزی ایران در خصوص متغیرهای سیاستی نرخ ارز و پایهٔ پولی پرداخته شده است. ازآنجایی‌که قاعدهٔ سیاست پولی نسبت به شرایط اقتصادی و رژیم حاکم بر متغیرهای سیاستی، منعطف است؛ از رویکرد انتقال رژیم مارکف برای استخراج قاعدهٔ سیاست پولی در دورهٔ زمانی ۱۳۸۴:۱-۱۳۹۷:۱ استفاده شده است. نتایج پژوهش نشان می‌دهد که با افزایش شکاف تولید چنانچه نرخ ارز در رژیم پایین باشد، منجر به افزایش نرخ ارز و چنانچه نرخ ارز در رژیم بالا باشد، منجر به کاهش آن می‌شود. همچنین با افزایش شکاف تورم، چنانچه نرخ ارز در رژیم بالا قرار داشته باشد، نرخ ارز می‌تواند افزایش یابد؛ اما در رژیم پایین نرخ ارز تأثیر معناداری ندارد. افزایش شکاف تولید در تمام رژیم‌های حاکم بر پایهٔ پولی، منجر به افزایش پایهٔ پولی در کشور شده است؛ اما افزایش شکاف تورمی چنانچه پایهٔ پولی در رژیم بالا باشد، منجر به کاهش و چنانچه در رژیم پایین باشد، می‌تواند موجب افزایش پایهٔ پولی در کشور شود. براساس این نتایج، توصیه می‌شود بانک مرکزی در اعمال سیاست‌های ارزی و پولی به رژیم‌های رفتاری پایهٔ پولی و نرخ ارز توجه داشته باشد و در هر رژیم، بسته به شرایط، سیاست پولی و ارزی مناسب را اتخاذ کند. This study examines the monetary policy rule of the Central Bank of Iran regarding exchange rate policy and the monetary base. Since the rule of monetary policy is flexible to the economic conditions and the regime governing policy variables, the Markov regime transmission approach has been used to derive the rule of monetary policy in 2005:3-2018:3. The results show that the output gap in the low regimes of the exchange rate has a positive and significant effect and in the high regimes has a negative and significant effect, and the inflation gap in the high exchange rate regime has a positive and significant effect, and in the low exchange rate regime, the exchange rate does not have a significant effect. On the low regimes of the exchange rate, the government's budget deficit has a positive and significant effect and does not significantly affect the high regimes. The increase in the output gap in all monetary-based regimes has led to an increase in the monetary base in the country. The monetary regime and the inflation gap in the high levels of the monetary base have a negative and significant effect, and in the lower regimes, it has a positive and significant effect.
