طراحی مدل سنجش و بهبود ریسک‌پذیری صندوق توسعه ملی ایران

تحقیق حاضر با هدف طراحی مدلی برای سنجش و بهبود ریسک‌پذیری صندوق توسعه ملی ایران در حوزه سرمایه‌گذاری (شامل کلیه فعالیت‌های تامین مالی و سرمایه گذاری صندوق) تحت رویکرد کلی و پروژه محور انجام شده است. در رویکرد کلی: میزان سلامت مالی صندوق (ریسک سبد پروژه ها و ریسک اهرمی)، کیفیت تسهیلات دهی صندوق، عملکرد نسبی بازده-ریسک صندوق و ریسک مالی صندوق با معیارهای به ترتیب: Z-Score، NPL، نسبت شارپ و VaR و تجمیع آنها در یک معیار ترکیبی نوین به نام RT یا همان ریسک پذیری کلی صندوق انجام، و پیش بینی تغییرات RT در حالت عادی و بهبودیافته در دوره زمانی 1403 تا 1410 با مدل ARIMAX در پایتون انجام شده است. در رویکرد پروژه محور اهداف: حداکثرسازی بازده در سطح معینی از ریسک، و حداقل سازی ریسک در سطح معینی از بازده، مبتنی بر مفهوم میانگین-واریانس با دو مدل ریاضی ارایه و با داده های مربوط به بازده اولیه 318 پروژه تامین مالی شده/مشارکت شده توسط صندوق از ابتدای تاسیس تا انتهای سال 1403 حل، اعتبارسنجی و بهبود داده شده اند. نتایج رویکرد کلی از 1392 تا 1402 نشان داد که سلامت مالی صندوق (مقدار Z-Score) از 01/39 به 14/11 کاهش یافته، نسبت  از 77/5 به 91/9 بهبود یافته، نسبت    از 24/33 به 23/1 کاهش یافته، نسبت NPL صندوق به 48 افزایش یافته، مقدار VaR در سطح اطمینان 5/99 درصد، از 34/3 به 25/1 کاهش داشته، عملکرد نسبی بازده-ریسک صندوق (مقدار نسبت شارپ) از 67/35 به 65/0- کاهش داشته و مقدار ریسک پذیری کلی صندوق (RT) از 382/0 به 352/0 کاهش را تجربه کرده است. پیش بینی مقادیر RT در حالت عادی و بهبودیافته حداکثر میزان 46/0 (حالت عادی)، 5/0 (در کوتاه مدت)، 485/0 (در میان مدت) و 493/0 (در بلندمدت) را نشان داده است. نتایج رویکرد پروژه‌محور نشان داد که برای سبد پروژه های صندوق؛ میانگین بازده سالانه برابر 2/3 درصد، حداکثر بازده سالانه برابر 84/5 درصد، حداقل ریسک برابر 38/5 (از 10) و نسبت شارپ (عملکرد بازده-ریسک) سبد برابر 12/1 می باشد. اعتبارسنجی مدل ها، تحلیل حساسیت آن و آزمون استرس نشان‌دهنده پایداری مدل ها در شرایط مختلف اقتصادی بوده است.
