Hierarchical Analysis and Prioritization of Regulatory Approaches to Crypto Assets: A Multi-Dimensional Approach to Supporting Innovation and Risk Management

Cryptographic assets and their associated technologies, due to their innovative and complex nature, have introduced new regulatory and legal challenges on a global scale. This paper examines various regulatory approaches for digital assets, focusing on international experiences and aligning them with Iran's specific needs. The study employs a descriptive-survey method, utilizing the Analytic Hierarchy Process (AHP) to evaluate and rank regulatory approaches. Data were collected through questionnaires and interviews with experts and specialists in the field of digital assets. The results indicate that each aspect of digital assets, such as decentralized finance (DeFi), anti-money laundering (AML), and innovation support, requires specific and flexible regulatory models. Policymakers cannot adopt a single approach for all aspects of this ecosystem; instead, a combination of approaches tailored to the risks and needs of each domain must be employed. Additionally, given Iran's economic challenges, clear objectives and a well-defined framework for defining cryptographic assets and tokens are essential. The paper also offers recommendations for creating regulatory sandboxes, drafting clear AML/KYC regulations, enhancing cybersecurity, and fostering innovation to support the sustainable development of this ecosystem.
